A supportive information system for the learning organization should
contain functionality for organization, employability and mobility.
Decomposition of these components gives:

Decision structures
Defined tasks and positions, including profiles
Employability:
People Management (including diversity, TQM etc)
Career development by employee
Career development by organization
Individual career path (after matching)
Training
Performance Appraisal
Potential Assessment
Knowledge management
Mobility;
Recruitment
Transfer
Temporary transfer
HR Planning
Termination
Organizational restructuring
Compensation and Benefits should allow a flexible reward system, including
a broadband salary system. The components must be derived from
organizational objectives.
According to my knowledge at this moment there are no HR systems available
that provide functionality for these (related) components. Most HR systems
are still based on the control model that was leading in the industrial
era and are not fit to deal with the different view on the workforce that
is the result of the information era.
I have modeled all the processes that are part of the components mentioned
as part of a project to define generic HR processes.
I am discussing with an international HRMIS supplier and some domain
experts to built this functionality in their system as a separate
component.
