There is a good book by Martyn Ould from the UK on software project
management. I'm not sure he gives any tools per se, but he does give a
taxonomy of various project types and how one might manage them. You
might find the evolutionary and incremental types compatible with action
learning.
Try "Strategies for Software Engineering: The Management of Risk and
Quality," 1990 (John Wiley). (Yes, I know this sounds awfully PERTish,
but it has some good insights.)
