Intranet at best is just a set of tools.
But having a set of tools does not imply organisation is learning, no more
than eager parents buy plenty of toys of educational nature and expect
children to be more smart and intelligent.
Surely other factors like operating culture, cohesiveness, teamwork etc.
etc play more critical roles.
