Ask yourselves "What problems were we trying to resolve by offering this
training?" or "What opportunities were we trying to address by offering
the training?" Can you measure the extent to which progress has been made
toward those goals?
How you collect and report the information will depend on your
organisation. What type of information will get the attention of
management? Will they just want facts and figures, or will they want more
rounded qualitative data? Also you will need to think about the
practicalities. What types of systems are available for collecting data?
Do you have the resources to collate data? etc
I would recommend Jack Phillip's book "Handbook of Training Evaluation".
Also you might try looking at Robert Mager's series on setting learning
objectives and measuring results. You might also look on the ASTD web
site which hosts a discussion group dedicated to evaluation.
