Deborah,
we use training development plans with our clinical staff, as part of
their clinical supervision and evaluation process. Most of their training
is in regard to continuing education or speciality development needs.
I use a modified version of Covey's "performance agreement" found in his
"Principle-centered Leadership" book with office and clerical staff, and
we include learning objectives. There's been some success using it.
