Dear Jon,
I believe that I would start first by examining the systems in place that
setup barriers to this vision... For example, does the reward system
encourage and reward self-directed learning on the part of employees.. or
are employees ignored when they expand their capacity.. I think you will
find that the financial system, performance and reward system, and the
principles the management plan is based on will greatly affect any hopes
of achieving your described vision.
In some respects, the organization would have to redirect its energy
toward this vision you have layed out.. which might in the short run cause
it to lose focus on its true mission.
Specific approaches would include creating rewards for self-development
and team development.. Reduction of policy and structures that limit
individual flexibility and choice, and serious re-education of middle
managers on the principles of learning organizations..
