I would start with creating an open environment from the top - down, or if
in cells then anyone who holds leadership. Affirmations that , "yes this
environment is open and our future growth depends on each and every person
stretching and digging deep for their learning." Reinforce this at every
opportunity.
Open chat lines for creative flow and focused chats for developing
potential projects and ideas. For example, one of the open chat rooms
generates a new product idea, then a new chat or a chat room is created
and people are invited to participate.
A "computer scribe" or "knowledge managers or collaboraters could keep
track of the ideas, products or project lines for current and future
development.
People are encouraged to freely express new ideas both anonymously and
with their signature. (This would take some of the threat out of the
expression of "Too radical ideas".) Maybe have an idea board, sort of a
computer billboard. Of course everyone's on line and people are even
subsidized to have home computers so they can send off ideas as they have
them and develop the social/business network for true creativity and
productivity.
Leaders will emerge and internal training units could be encouraged by
perks, direct pay and bonus through the team reward system. The "cell
units" will teach each other formally, when necessary but the bulk of
training and teaching will be informal as the members chat with each other
in a model similar to "management by hanging around."
I'll stop for now, don't want to bore you, but the concept excites me.
