It sounds like the managers not managing is only part of the issue. At one
point, you say they are afraid to take responsibility. How can you explore
that fear? Will that lead to the real issue.
It also sounds like putting the monkey on the next manager's back is a
consistent pattern. What in the system is causing that?
It feels like the real issues have to be identified and addressed before the
"not managing" issue can be resolved.
