You are right Roxanne. Measures must be for the right results and the
right reasons. But either way they are part of the way in which
management causes attitude. If it is done well attitude can be great. if
it is done for the wrong reasons as your boss did then attitude will be
poor.
An addendum. Management has no choice but to cause attitude with measures.
If the skip it, try to do it right or do it poorly, measures still exists
and cause attitude.
