In my unsophisticated way, I frequently pointed out this phenomenon when I
was in the military--and I've found it in every hierarchy (and
"neighborhood") since. Holloway's Principle of Stupidity, I called it.
Simply put, "the stupidest people in the organization always work exactly
one level above you and one level below--regardless of which level you
happen to be assigned to." Perhaps I should have named it the Law of
Scapegoating!
