Andrew's proposition, restated, seems to be "how can/do we measure systems
performance in an LO organization?" as,

Perhaps this is why Benchmarking and too much time spent worrying about
what the competition is doing, may be exercises in chasing one's tail.
Concentrating on one's basic aim, and fulfilling the comittment to all
stakeholders, will produce the "best" results one may hope for, and
without the need for measuring against a phantom. Ultimately, the
marketplace will decide and define what works and what doesn't.
