We incorporate a boss ranking system where I work. We call it an "Upward
Assessment." Once a year, the middle managers submit to the people under
them a proposed set of objectives. We (i.e., those under them) evaluate
and comment on these objectives, suggesting revisions and amendments.

Twice a year, we rate the boss(es) we work for strictly according to those
objectives. We also have the opportunity to add additional comments. All
of this is done anonymously. These ratings are used very heavily in the
manager's annual review by his or her manager.

I think it's a great system, and it's used with a lot of seriousness and
force here.
