Covey showed a survey they did on a cross section of business with 3,500
respondents. The objective of the survey was 'What is Holding Back
Quality?' 60% believed that lack of trust in senior mgmt was the primary
restraining force in orgs. Other factors are as follows:

- Poor Comm. - 57%
- People Not Empowered - 55%
- Politics/Turf - 53%
- Lack of Patience - 51%
- Lack Deep Motivation - 48%
- No Time / Quadrant I - 47%
- Lack of Leadership - 40%
- Insufficient Funds - 36%
- No Shared Vision - 35%
- Lack of WYT Mgmt - 32%
- Fear of Change - 30%
- Fear - 27%
- Rewards System - 25%

Lee also asked me about other percentages mentioned by Covey about
talent & political games. Nancy asked about the how did Jack Welch show
by example that law is above all. I'm still trying to locate such
surveys in Covey's books.
