I'm doing a dissertation on Learning Organizations and I'm attempting to
survey the members of my organization to determine to what extent it is a
Learning Organization.

I've read about the Eleven Characteristics Questionnaire in the Pedler,
Burgoyne, Boydell book The Learning Company and this is available through
their consultancy for a fee ($600).

Before I attempt to justify this expenditure to management, I was
wondering if there are any similar 'free' or 'public domain' instruments
available.
