Have you read the materials on the Balanced Scorecard? If not, see
Harvard Business Review, (Jan-Feb 1992) "The Balanced Scorecard--Measures
that Drive Performance." I am using this technique in knowledge
industries for quality assurance and continuous improvement while setting
measurable goals and objectives for the organization as a whole. There
have been other articles since, of course, that I'm sure you could find
online.
