Initiatives for rolling-out change.
1. The U.S. Post Office Model: Paint the message on the backs of 14,000
turtles and release them to spread the word.
2. The Bureaucratic Budget Model: Take last year's changes and add 10%.
3. The Microsoft Model: Wait for a Window of opportunity.
4. The Dow-Corning Model: Just let it leak out.
5. The Amtrak Model: Devise a complex multi-track system and make an
arbitrary schedule.
6. The UPS Strike Model: Use no particular delivery method at all.
7. The Federal Reserve Model: Have Alan Greenspan mutter something obscure
about it in public and let mass hysteria do the rest.
