The first step is to teach the problem Solving Process.

The next is to get them to agree on the problem definition in quantitative
terms. And the outcome expected.

Chances are they will not have the data or agreement on the problem or the
expected out come. This invites the use of more meetings tools and
narrowing down of the discussion.

Once the group knows there will be no action with out data or agreement on
the problem and future outcome Smaller more meaning ful actions can be
developed and assigned.

The problem definition and expected outcome serve the same role as vision.
They rally the troops to unified action.
