I'm not sure that substantive or wholesale changes to appraisal policies
are at all common. However, whether this is due to the inertia of
history, a lack of alternatives, or some other reason is not clear. The
"re-engineering" craze of recent years certainly produced some examples
of widespread change which some of our participants may be able to
summarize.
I can point out that U.S. Military branches have experimented with dozens
of rating system variations over the past few decades, without ever
settling the issue of how appraisal systems improve wartime capability.
