Problems 80-90% System LO20470 -Quote Attribution?

I need help in finding a reference for something attributed to Peter
Drucker. He is reported to have said something to the effect that 80%-90%
of performance problems can be attributed to the system as opposed to the
individuals. His idea is referenced in an article I have submitted for
publication and the editor want the reference for it. I am certain that
someone on this list knows the answer!
