I believe that the source of your quote is not Drucker but W. Edwards
Deming. I don't have it at my fingertips right now, but I'll look and if
I find it I'll send it along. (It's probably somewhere in "Out of the
Crisis.")

He is quoted in "The Deming Management Method" (by Mary Walton), on p.94,
as having said that "Workers are responsible for only 15 percent of the
problems, the system for the other 85 percent. The system is the
responsibility of management."
